The fire and ice effects are animated geometry made up of very little polygons. They are part of the animations and not something separate. The effects will NOT rape your FPS ingame any more than a higher polygon model would. Here is a picture of the effects in 3ds Max. It uses 124 bones, just 4 under the maximum number allowed by Source
