This tutorial will show you how to use photoshop to create something like this:
Step 1: Load up your copy of photoshop and create a new image 512x512 pixels. Step 2: Fill it with black Step 3: Duplicate the layer
Step 4: Goto Filter>Render>Lens Flare and use the following settings :
Step 5 Goto Filter>Distort>Polar Coordinates, and use this setting:
You should now have something that resembles this :
Step 6: Goto Edit>Transform>Flip Vertical Step 7: Goto Filter>Distort>Polar Coordinates, only this time check the 'Rectangular to polar' setting. Your image should now look like this:
Step 8: Use the circular marquee to select the scope, then select inverse and delete
Additional note : I also added some trim around the lens and a red dot in the middle which are both simple enough to do.
