I hate to say it, but I don't think doing that is going to change anything either. He will most likely stand behind the current rules, stating that config files aren't allowed to be submitted period. If you want to teach people how to modify their config to run well with the low end PCs on CS:S, creating a tutorial on it, I'm sure it would be well recieved.
Well, sorry for deleting it. I was just going with the rules I've known. Not much I can really do to change it's deletion though, sorry.
