Try renaming your "team fortress 2 lowviolence.gcf" first to something like "team fortress 2 lowviolence_BACKUP.gcf"

it is very complicated. instead of gibs you see toys... :P sounds funny but it isnt very funny. in my steam folder is a gcf named "team fortress 2 low_violence.gcf

It depends on how they disabled the gibs for your country, But try this in the console.
