This is mostly towards Monro: I hate the "new" rating system. You have to be careful about what criteria you want your submission rated on. If you want people to rate it without testing it, be sure NOT to include things like "gameplay" or "animation", because these are things that the rater will not know if he hasn't tried the submission.
I have just stopped rating things because most submissions have rating criteria that I cannot honestly give a rating to.
