The materials folder doesn't exists, once you download a skin they usually come with the materials folder :P .. just drag and drop inside portal folder and that's it :D

I love the idea so much, it's awesome. The skin itself could use some work though.
It looks a bit low res and blurry in some spots. The rose would look better if you blurred/smudged the edges of it. The color scheme is nice. The texture would look better if you gave it more of a metal look.
Like I said, the style is nice. I love the idea. You should for sure make a Version 2, with more detail, and you could get some help from some amazing skinners too.
