That depends on how much damage the trigger_hurt is set to. You need to deal 9999 damage to kill a dead ringer spy, 2300 or something to kill an uber.

No he wouldn't be able to because of the trigger hurt brush that you probably placed in the basements. If everyone dies, so does he. But I like your idea. It gives a new perspective on ctf.
