This was done by sort of "combining" the gib skin with the player skin, although in some circumstances this was not possible, as the gibs were based off early "beta" versions of the characters (especially the Scout).
The Scout and spy skins are (very loosely) based off of Revenant100's beta skins - I don't think there's much still there in these skins, though - just the Scout's team-colour earpiece, and the basic outline of the Spy's armband (I use a personal edit). This is because the gib skins are actually based off of the beta skins, and well, those are the skins I use. I don't believe this will cause any problems as those skins are also edits of Valve's, but I'll be happy to replace those skins if Revenant asks me to.
These aren't perfect, as I'm not really a skin artist, but they DO look better than the original skins at a glance, and you only really see the additional problems (a couple of tiny black spots in one or two places) if you stop and look... in which case you're probably already dead. :)
