Animation: The animation, although wacky and true to Orohime's spinning hand with the leek (I saw that episode yesterday and realized where you got this idea), is not so good. I would have been fine with whole spinning thing if you didn't see the inside of the arm when it did so. That part alone just ruins this for me. If you would just move the arm back, this would be perfect. However since the inside of the arms are revealed, I can't really give this part a good rating, sorry. Please fix and update the skin. Then I would have given this part a better rating.

Model: The model is great, and those sprites are awesome I would actually wish if you would teach me how to put sprites in the v-model. Anyways the leek model is fine. The skin is not fine. I realize that TF2 is a cartoon-styled game. This doesn't mean go into MS paint and color the UV map in with solid green and beige. You could have added some shading or blended the green so it gradually turned into white. You could have added the lines to the "leaves" so the leek could actually have plant-like detail without losing the cartoon style. An MS Paint job doesn't do it justice. Still great model and sprites.

Sound: Sound is probably not so necessary, but the "bonk" noise adds to the comedic and wacky value of the skin. Not too bad, I would have preferred a simple "thud" noise but this is fine as well.

Wackiness: Overall, this is very original (all from a several-seconds-long scene of Bleach) and the model, sounds, and sprites are all wacky and all high-quality. However, the animations and texture detract significantly but only require a bit of maintenance and tweaking to be made perfect. Very wacky, maybe a bit too wacky. Good luck in the contest.

Well, the animation, as said, is not good. It's stiff, and you can see inside the rig, even at the lowest FOV. Particles obscure the gameplay, as well as the spinning. The equip animation has a cut about where the sound plays.
Models don't automaticly look good if they are high poly. That's NOT something you brag about when talking about in-game models. Reduce the polycount so people with not-that-good computer can use the skin as well. And the cel-chading doesn't fit. And you didn't even make the model yourself.
The texture is just bad. There is absolutely no detail to it.
The sound is alright, still tad repetive, and gets cut off at some instances. Works.
I guess it's wacky.
Oh, and the render is just... stop trying.
