Adds the "Meet the Team" jingle to the round start siren.
This modifies the air raid siren played at the start of rounds on most maps to include the intro fanfare from the "Meet the Team" skits.
It's the same length and bitrate as the original file, so you won't have any sound glitches on sv_pure servers.

I have an idea shorten the siren noise and add the sound the plays at the end of every "meet the" song, y'no, that tune :)
It's okay and different and I'm surprised Valve never thought of this.
2nd, if you can please make it a loop of the "Meet the..." music.
I think it would be really nice if the siren itself were silenced, so all we'd have is pure Meet the Team intro goodness!
